What to do inside, right now
Move what matters out of the way and put a bucket under the drip. If a ceiling is bulging or spongy, that is trapped water — puncturing the low point with a small hole and draining it into a bucket usually saves the whole ceiling, because the weight is what brings drywall down.
Kill power to any circuit near the water and stay away from light fixtures that are dripping. Photograph everything as you go: the stain, the drip, the puddle, the damaged contents. That documentation is what an insurance claim runs on later.
What a proper emergency tarp looks like
A tarp that works is fastened at the top edge under or over the roof covering so that runoff sheds across it, not into it, and it extends well past the failure in every direction. It is battened or weighted so wind cannot lift it, and it does not rely on a brick and hope.
A tarp that does not work is one thrown flat over the leak and weighted at the corners. Wind gets underneath it, water runs behind the top edge, and the homeowner is told the roof is worse than it was.
Why the real repair waits
Roofing materials are chemical systems. Asphalt cements, polyurethane sealants, TPO welds and self-adhered membranes all specify a clean, dry substrate, and every one of them fails early when installed wet. Underlayment fastened over damp sheathing traps that moisture and rots the deck from underneath.
There is also diagnosis to consider. In driving rain you can confirm that water is arriving, but tracing exactly where it enters and how far it travels is far more reliable on a dry roof with a controlled hose test.
The exception: contained temporary repairs
Some products are designed for wet application — wet-patch cement over a torn membrane, a self-adhered patch on a flat roof seam that can be dried locally with towels. Used honestly, those are extended tarps: they buy weeks, not years.

Getting ahead of the next storm
The cheapest leak is the one repaired in September. A pre-season inspection catches split boots, chalked sealant, debris-packed valleys and corroded flashing while the roof is dry and the schedule is open.

San Diego County storms are concentrated and heavy. Weeks of dry weather are followed by an atmospheric river that dumps in hours, so leaks arrive all at once and everyone in the county calls a roofer the same afternoon. Emergency tarping exists for exactly that window.
Coastal marine layer adds a wrinkle in Carlsbad, Oceanside, Encinitas, Del Mar and Coronado: roofs there can stay damp well past a storm, so permanent work sometimes waits for a mid-morning dry-out.
